Birmingham considers congestion charge

Birmingham City Council is proposing the introduction of a congestion charge by 2020. 

The council has confirmed it is considering a levy of up to £100 for HGVs and similar-weight vehicles entering its planned Clean Air Zone, which will include all roads within the city centre but not cover the A4540 middle ring road. 

Birmingham faces a 2020 deadline to introduce measures to tackle poor air quality, having been warned it could be fined up to £60m if it fails to implement them in time.
